California lawmakers OK bill in response to Kardashian wedding snafu.

The California Assembly on Friday approved a bill that would boost fines after Santa Barbara County could levy only a $100 fine against the Montecito homeowner who hosted the Kardasian-Humphries nuptials, even though it generated a flood of neighbors’ complaints over traffic and other problems.

Assemblyman Das Williams (D-Santa Barbara) said the Kardashian wedding cost public agencies thousands of dollars that were not covered by the host, so the $100 fine was insufficient. “Taxpayers should not have to pay for extra traffic control and other public safety services for wealthy people who skirt the law,” Williams told his Assembly colleagues before the vote to approve AB 514. While North may have grabbed the little buggers just because they’re so sweet, the bouncy little hair accessories were a staple of ’90s fashion, worn by celebs on the screen and red carpet alike. Williams’ bill would allow counties and cities to impose fines of up to $5,000 for the first violation of local ordinances, including building and safety codes, and up to $10,000 for each subsequent violation. In movies and on TV, stars like Hilary Duff (as Lizzie McGuire), Melissa Joan Hart (as Sabrina the Teenage Witch), and Britney Spears (in Crossroads) all rocked the fun accessory as either a wobbly hair clip or a small comb clip. (Flower snaps were also involved.) Master of the cornrow and clip! (BTW: Back in Nov. 2014, Buzzfeed asked Duff where Lizzie would be today, and this was her answer: “Maybe she’d move to New York for a while. I can imagine her being on a path to something really special and great… And she’d probably still be wearing butterfly clips, bringing it back!”) The fierce clips also popped up on red carpets, too.
